Gambier committee defers Keats shoreline bylaws to October

The committee will consider proposed shoreline rules again at its October 1 meeting after trustees said they needed time to review amendments and public submissions.

The proposed Keats Island shoreline bylaws would create a development permit area extending 15 metres inland and 100 metres seaward from the natural boundary of the sea, while limiting structures in the setback area and changing rules for docks. The Gambier Island Local Trust Committee deferred further consideration of the bylaws to its October 1, 2024 meeting.[1]

At the July 31 special meeting, staff outlined proposed Bylaw 153, which would amend the Official Community Plan, and Bylaw 154, which would amend the Land Use Bylaw. The minutes say the proposed rules would limit permitted structures in the setback area to a maximum of five square metres, plus one set of stairs or walkway, and reduce the maximum area of private and shared docks.[1]

The minutes record questions from attendees about the meeting’s weekday morning timing and the lack of a public hearing on Keats Island. Staff and trustees said the date and time were based on their availability and that efforts to find a Keats Island venue were unsuccessful because of the busy summer season.[1]

After the public hearing, trustees said they needed time to review amendments and consider submissions. The committee also asked staff to draft a business case for the 2025/26 fiscal year focused on a comprehensive legal review and legislative process for the Official Community Plan and Land Use Bylaw project.[1]
